Job Description

The Manager of Project Management Office enables agile ways of thinking and working, sustains an environment where teams can do their best work, and champions agile throughout their organization. This role also ensures that projects are executed effectively and efficiently assuring delivery on time and within budget. This role is responsible for coaching Agile team members, and those associated with the project and product efforts. This position enables functions to leverage agile principles, practices, and frameworks to deliver high value business capabilities. A person successful in this role will embrace servant leadership and display behaviors that come with the key mindset shifts associated with being agile. This role will constantly identify opportunities for operational, technical and people practice related improvements.

This position is responsible for maintaining high standards to by promoting best in class project management methodologies, standards, and tools. This position works in conjunction with the Sr. Director to communicate to and align with Executive Management on all projects within the program portfolio. This role oversees the project management process including team leadership, monitoring, prioritization, communication, and quality controls. The Manager should have a proven track record of successful project delivery, an ability to improve project management practices and substantial team leadership experience with a focus on team development, stakeholder accountability management, and relationship building.

Responsibilities

Agile Transformation

  • Support the Company's Agile transformation through coaching and mentoring Project Managers and other team members as necessary
  • Identify opportunities for modernization, supporting needs solutions with business cases for the future enterprise.
  • Identify horizontal coordination opportunities across business segments and manage business coordination needs across the program.
  • Partner with business, strategy, and technology teams to help implement roadmaps for delivery and a set of standards for which value is created consistently across all products/projects. Help drive development of processes and tool capabilities to connect the deliveries between the business needs and the corresponding technology programs and portfolios.
  • Be a change catalyst for modern and agile ways of working which will drive accountability for the implementation of roadmaps and the underlying solutions across all business units, departments, and technology enablement teams.
  • Guide Agile ceremonies and work closely with the development teams to ensure they follow the Agile methodology correctly
  • Coach and mentor product managers, product owners, team leads, and team members
  • Identify and capture key metrics to drive data driven decision making

Governance

  • Seek implementation efficiencies to meet or exceed the financial expectations established at project initiation.
  • Implement, and govern program management processes, dashboards, templates, policies, and metrics.
  • Facilitate project intake and prioritization process according to enterprise guidelines
  • Monitor compliance with project policies and standards throughout project execution.
  • Manage project deliverables and tasks.
  • Monitor and communicate benefits realization during post implementation to ensure business case ROI is achieved.

Team Leadership

  • Coach and mentor project management practitioners and share knowledge of best practices.
  • Hire and manage project managers according to staffing requirements in line with project objectives.
  • Coordinate project deliverables with Project Managers, Business Analysts, Project Sponsors, Executive leadership, and support contractors in a direct and indirect reporting structure.
  • Set annual performance targets for direct reports and conduct performance reviews.
  • Oversee Project Managers for the delivery of projects/programs on time, within scope and on budget.

Project Management

  • Guides Project Managers and Collaborates with stakeholders to:
    • Help build a business case for the project prior to project approval
    • Ensure business requirements are clearly defined and documented
    • Define the scope, risks, potential issues, and resources of the project
  1. Ensure benefits can be realized while managing the impact of the organizational change to the business and customer
  • Develops phases of the project and interprets them into a measurable project plan
  • Communicates both internally and externally regarding delivery of work products and services, planning efforts, personnel relationships with other organization and resources
  • Manages project scope in terms of mission, objectives, and requirements
  • Develops, manages, and coordinates cross-functional resource plans for a portfolio, program, and/or project; identify the right level of detail needed to complete the processes and use the tools effectively; train and/or mentor others in resource management
  • Skilled at managing project deliverables and timelines.
  • Manage complex schedules integrating multiple sub-projects; train and/or mentor others in schedule management
  • Expert-level knowledge of project and change management, methodologies, techniques, processes (e.g., Project and Portfolio Management Methodology - PPM).
  • Budget, cost, and profitability management skills.
  • Knowledge of resource management methods and tools.
  • High-level of communication, interpersonal skills to cultivate and maintain relationships with internal management and external stakeholders.
  • Excellent analytical and problem-solving skills and judgment with proven ability to anticipate and/or identify problems and deal with complex issues.
  • Ability to develop and deliver training to small and large groups.
  • Flexible, adaptable, and resourceful when managing changing timelines and multiple deliverables.
  • Demonstrated leadership ability to establish and manage a high-performance team.
  • Motivated to build relationships at all levels with internal and/or external customers, and vendor groups.
  • Identify, engage and manage stakeholders at many levels of the company and across many functions and across boundaries (geography/cultures/plants/suppliers) on high impact, cross-functional or multi-year initiatives on a project, program or groups of projects and programs; overcome obstacles and resistance among stakeholders; effectively stratify stakeholder needs and create and execute communication plans to fit the unique needs of each type of stakeholder; train and/or mentor others in stakeholder management.


Position Requirements

Formal Education & Certification

  • Bachelor's degree in the field of Computer Science, Management Information Systems, Business Administration or equivalent
  • Master's degree preferred
  • Project Management (PMP) certification highly desired
  • Agile certifications preferred

Knowledge & Experience

  • Minimum of 8 years managing complex projects and 5+ years of experience managing people
  • Six Sigma experience preferred
  • Proficient in SmartSheet
  • Proven experience managing and aligning multiple, interdependent work streams and projects in a matrixed environment
  • Expert in project management methodologies such as PMBOK and/or Agile, stakeholder management and communications, scope management, risk identification, risk mitigation and contingency planning
  • Experience working with global, remote team members and third-party development partners
  • Prior experience in oil and gas supply chain management preferred
  • Strong familiarity with change management and process improvement concepts

Work Environment

  • 40-hour combined on-site and/or travel work week (Hybrid schedule available once training is completed - 3 days in the office, 2 days remote)
  • Sitting for extended periods of time
  • Dexterity of hands and fingers to operate a computer keyboard, mouse, power tools, and other computer components
